Adds a bunch of peds to spawn on streets. Rare peds, that is, from mission only peds, to maybe some cut ones.
I just wanna point out, that the peds file and pedgrps does contain material from 9ine's Homey Mod 2.0.
I left it in so people who have this mod dont have to worry about what mod to choose to have, but to have both. If I explained it right. :P
Now I programmed a lot of rare peds into the file. Some showed for me, some didnt, YET. So I'll list the peds that are 100% in, and the ones who didnt show up yet, but still might. And their locations in the game:

Army - almost everywhere
FBI - almost everywhere
SWAT- almost everywhere
Madd Dogg Security - certain areas around LS
Colonal PJ - Most places, forgot specifics :/
Pool guy - most common in worker areas
Pool guy 2 with red bandana - worker areas
Preacher - didnt see him in cities, but will spawn in desert towns and farmer towns.
Scientists - desert and LV worker areas
Meth thug - almost everywhere
MIB agents - desert areas most common. Maybe LV.
Cluckin bell employee - worker areas
Burger shot employee - worker areas
Chile Dog vender - worker areas
Noodle vender - worker areas
Ammu-nation guy - almost all areas
Pizza stack employee - worker areas
Clothing staff - clubbing areas, others I forgot :/
Mr Whoopee Clown - worker areas
The 2 Hecklers (fat guys from cut-scenes) - almost all areas
Black consruction worker (appeared only in mission)- worker areas
Hispanic drug dealer - almost all areas
Biker drug dealer - almost all areas
The 2 Mafia Bosses - Las venturas
Some black captain or air pilot- worker areas
Psycho ped - ped that was cutout. Credit to Knight of Ni for code. This ped has A LOT of health and dangerous.

The 2 boxers - LS and LV
