All the bikes in TLAD where going to be in IV, but were saved for TLAD.Thay are still in the games files and are spawnable(kinda like the brickade with TBOGT).Thats why he dosent need to upload the bikes files.I found this info on Grand Thaft Wiki.HOPE IT HELPS PS.thats also why they dont repalce any other bikes

hey dumbass ur mod don't really work WITHOUT THE BIKE FILES! the game only have the angel, deamon, diabolus, revenant, hexer, lycan, wolfsbane and nightblade wtd and wft files. how stupid can a person be -.-'

Matooo, why in the hell do you need SparkIV? Just extract the files in GTAIV/common/data.
