To install just extract the entire package to your gate vice city folder. Asks for replace click on yes.
If done all things right you can see a new dock yard near the light house present on the beach.
There are four yachtsman submarine and a big crew ship with a crane in the dock yard.
Bug-1)The submarine present there is not solid.
 2)You can not drive those yatchs, submarines
 and crew ship. You can only explore on them.
I will try to fix those bugs later. But now enjoy with this mod.
