With this mods you can kidnaping all of ped on foot or in car.
Need Cleo Library to instal it.
replace seasparow for UFO

The first you must spawn Ufo by type "UFO"
To activate kidnap and searclight press key Horn (H/start)
To teleport UFO press key Handbrake
High intensity of light 
Searchlight can follow target

Replace handling 1 and 2 to increase speed
