I figured out a way to fix the falling-through-map glitch. Open objects.dat in your data folder and on a new line at the very bottom of the file add this line:

mak_bomb01		99999.0, 	99999.0	0.99, 		0.1, 		50.0, 		125.0, 	1.0, 	0, 	4, 	0

Save and reload the game, and the garage won't fall through the ground anymore. :)

Readme
  = Installation Instructions = 1. Go to your GTA install's CLEO folder. Paste garage.fxt into your "CLEO_TEXT" folder. 2. Put the garage.cs file into your CLEO folder and run the game. Created by fireguy109. = Gameplay = You can drive to the little garage under the Callahan Bridge to get your car customized. This area is on the edge of Triad territory so proceed with caution. Simply drive in the open garage door and park your car to proceed. By hitting the right and left arrows on your keyboard you can toggle between actions. Hit "enter" to select one of four actions - [1] Primary color. Hit the up or down arrow of your keyboard to change the color. To provide support for modders up to 200 color IDs can be used. When you are satisfied hit "enter" to return. [2] Secondary color - same as above. May not show on some vehicles. [3] Immunities - give your car bulletproof abilities, etc. Toggle an attribute on/off by pressing the up or down key while its number is illuminated. "1" means on, "0" means off. Hit the left and right arrows to swtich between attributes. When "save changes" is selected hit the "enter" key to apply your changes. [4] Exit - self explanatory. Exits the garage. Callahan Customs charges a $500 flat rate for customizations. = Glitches = It is possible to go too high when changing the color number and end up with an invalid number. This occurs when your carcols.dat file has for example 99 colors defined and you are trying to give it color 100. The game will not crash and will simply apply black paint. It is unknown if this will cause save game problems. Thus, it is best not to go beyond your limits. If you have not changed your carcols.dat that limit is 94. It is possible that by bumping into the actual garage model you may cause it to fall through the map. It is unknown why this happens, but if it does simply drive to where it used to be and the script will continue normally. Your game should not crash.
