Its easy to do that. First open up your pedstats.dat and where the ''D'' section is that resembles Fear, change EVERY one to 100. But about cars ramming you after you shoot, i think that's still going to be there, since scared peds in cars usually flee. Rodent commented over 12 years ago: This sounds fantastic. Can you do a version too with just the fearless of peds. I would rather get shot and/or have peds leave their cars and run instead of getting run over every time I shoot a gun; which is unavoidable since every populated area other than grove street in the game has cars (that drive at you when scared!). tmavs04 commented over 12 years ago: Thanks Gino. I'm glad you like my mod! To be honest, cops still spawn in the same area. LV cops in LV, SF cops in SF, and LS and Sheriff at the same place aswell.
Its the pedestrians that have been mixed, like Celebs in Las Palayadas. Beach Go-ers in San Fierro. Even the limo driver in the final release of SA walks around , and is seen EVERYWHERE. his place is taken by the beta pilot shown in the detail screenshot. that is the mod i needed all of the cops will spawn in 1 place and BTW great mod have cookie  tmavs04 commented over 12 years ago: I have also found the ''Beta Black Grandma'' walking near Doherty aswell around morning time 1:05. She had another clone behind her so I'm guessing she will spawn enough for everyone to see.

Oh yes! and pedestrians all show no fear, they may run , but many will shoot and others will leave car and shoot, any nearest gunshot.
Type ''foooxft'' to give players weapons, its Fun (:
UPDATE: At the moment I can't get Xfire to run on SA, but only SA:MP
