Running around the streets of San Andreas with guns out is no longer tolerated. If you are in a public place and you pull a gun when someone is nearby, you will get a wanted level and the cops will attempt to arrest you.

This only applies to dangerous weapons!
Cameras and other "normal" items will not result in you becoming wanted.
You can also go out to the quiet parts of the countryside and if no-one is nearby, then you can blast away at whatever you want.
