open .txd file(texture) with txdworkshop
and export pic you want as .bmp
and use adobe photoshop to edit pic
recolor maybe green or add effect.
then save it and go to txdworkshop
import it in the old texture, replace it
and save the file.
then you open gta3.img and import new gang texture in
