and you can use binoculars to any point in the game!

to install:

in GTA4:
put the files binoculars.asi and binoculars.ini in the main directory of your gta4 ...
replace the file ec_bino.wdr contained in the file minigame.img in your gta4/pc/data/maps/props/lev_des ...
replace the file binoculars.wtd contained in the folder, your gta4/pc/textures ...

in EFLC:
put the files binoculars.asi and binoculars.ini in the main directory of your eflc ...
replace the file ec_bino.wdr contained in the file minigame.img in your eflc/pc/data/maps/props/lev_des ...
replace the file binoculars.wtd contained in the folder, your eflc/pc/textures ...


default commands:

Get Binoculars= 0
View Binoculars= Enter
Move UP= Up Arrow
Move Down= Down Arrow
Move Left= Left Arrow
Move Right= Right Arrow
Zoom In= W
Zoom Out= S

or switch to their favorite key, the file binoculars.ini ...

Note: Niko, luis or jonny needs to be disarmed, to use your binoculars !
