Get Incendiary rounds for your Desert Eagle!
These bullets do a pretty good job at deforming cars!
They don't explode like grenades and blow up everything it sight, but deforms them. It also does not kill peds in one shot(although it should, )
To install, just put the weaponinfo.xml in:
Grand Theft Auto IV\Common\data
and put the explosionFx.dat in:
Grand Theft Auto IV\Common\data\effects
And your good to go! Have Fun!
Note: It is a little buggy, so here is a little piece of advice; don't fire it confined spaces or targets to close to you, just safety issues.
