Royal Blue is a graphical design make-over for gta4 that i've made half a year ago and never finished, later on i aborted the project and never got around to upload so here it is, details in the readme.

I mainly uploaded this package in hope that other modders will continue the development on the timecyc since i used some new concepts there, i stopped the dev work while i was working on the drizzle weather, maybe i missed a spot there.
