Description 
I always wanted to have VCS weather in San Andreas but because no one created this
I started to make my self, and came up pretty good (my opinion)
-if you want to use it in your mod, please let me know (PM or Mail)

Increase draw distance to two-three thousands. Will be more look like VCS
