Liberty City, a melting pot of many people, is now sprawling with a mix of different gang members, low income residents and crime.
Just bumping into the wrong person could cause a chain of events that could lead into gang warfare.
(This mod contains a modified popcycle.dat, that increases the total amount of traffic and pedestrians. The groups of pedestrians are also changed city-wide, there's never not going to be someone affiliated with a gang walking the streets.)
Installation:
Navigate to
Grand Theft Auto IV\GTAIV\common\data
and replace popcycle.dat with the one inside of the archive.
(This is also going to be contained within the archive as a readme, if you ever lose the page.)
