This mod makes the gangs in Liberty City less troublesome by limiting them to only melee weapons. The main reason for this mod is to prevent your cars from being shot up as you drive through gang territories, especially when doing vehicle missions. However, stopping in or walking through gang territories is still dangerousa swarm of bat-toting mobsters is no picnic.
But to make sure the game isn't over-simplified, I modified many of the gang-related missions to give them their normal firepower during the mission only. The Mafia and Triads will also have pistols before they start hating you.
You can turn off gang wars completely by editing the ped files.
That's great, but it doesn't account for what's happening in the story. Certainly if the player wants every gang to be peaceful towards every other gang during the entire game, that is an option.

Completed Version Online I've completely played through the game with my mod and eliminated any obvious bugs and further balanced some missions (such as Big 'n' Veiny). Unless anyone finds a bug or I find a way to change rampage gang weapons, this will be the final version.
