Speedobar for Vice City

Description-> This script adds an analog speedobar to the Vice City Hud. This speedobar automatically shows up when you are in any vechile and hides when you are not. It is present in the middle-right corner of the screen. Layout is in light-blue and deep-blue colours i.e. active portion in deep-blue and inactive portion in light-blue colour. There are a lot other speedo-meter mod present for Vice City but no speedobar mod so I made this one.
