Description:

Limits Car speed to 195-197 kmph (can be set to any value if you know to edit CLEO scripts) no matter how hard you hit the gas. I made this script for my personal use, so that I could drive at a decent speed with a decent control. I was not able to find any existing script in this regard (there were plenty of cruise control scripts, which is not what I was looking for).

Oh, and yeah the speed limit doesn't apply for airplanes. It applies for boats though (boats speeding more than 197 kmph seemed ridiculous for me when I made this script).

Insallation:

Drop the speedlimiter.cs file into the CLEO folder. CLEO 4 Library is required.

Probable modifications:
I can probably modify the scripts to do the following (anyone who knows CLEO can do). Like I said I made this script primarily for my own use, but I can modify based on request too.

1. Well, this speed limit applies always. The script could be modified to have it as a toggle.
2. Also multiple speed limit options could be provided (changeable on the fly in-game).

All I wanted to do was be able to keep hitting the gas without having to worry about my car going at insane speeds (most of the modded cars do). I searched for mods in various websites and I was not able to find it so I made this script ON MY OWN. If there was any mod that does exactly what this mod does, then I am totally unaware of such mod and I won't be held responsible for intellectual property theft.
