Speedometer is great improvement of gameplay in games where vehicles can be driven. No speedometer was implemented by Rockstar Games, though.
This speedometer is inspired by SpeedoIV and it's compatible with its textures and skin packs.
Furthermore as opposed to competitive speedometers made for GTA SA this one provides a way for total customization with .ini file as well as repleacable textures.
Also, three facts can't be forgotten as written below:
Fully compatible with GTA San Andreas v1.0 [US] HOODLUM No-CD Fixed EXE & GTA: San Andreas v1.01 [EURO] No-CD/Fixed EXE
Fully compatible with any screen (4:3, 16:9, 16:10... )
Open-source work, can be studied and modified by other developers.

Make sure you are using one of the following gta_sa.exe versions:
1. GTA San Andreas v1.0 [US] HOODLUM No-CD Fixed EXE:
EXE size: 14 383 616 bytes
2. GTA: San Andreas v1.01 [EURO] No-CD/Fixed EXE:
EXE size: 15 806 464 bytes
Car spawner is fully compatible with both of them, 1.0 US and 1.01 Euro No-CD shortly.
I you haven`t CLEO4 Library then download it from here: http://cleo.sannybuilder
CLEO4 or later is required. The CLEO library version requirement may change with the new version of SpeedoSA.
- Copy all files from put_to_root_of_GTASA to GTA San Andreas directory.
Settings are stored in [CONFIG] section.
Explanation of setings:
Autostart - if enabled, then speedometer will be active by default, no need to press toggle key to enable it.
ToggleKey - key used to disable/enable speedometer. See virtual key codes in Google.
EnableKMH - if enabled - kilometers per hours unit will be used, otherwise miles per hours unit will be used
MaxSpeed - max speed to be shown on speedometer's texture, given in unit specified by EnableKMH
SpeedMultiplier - multiplies a speed by a certain value. 1.0 by default - no multiplication involved.
SpeedometerAngleMultiplier - multiplies an angle of analog speedometer's needle by a certain value.
ScreenAlign - sets alignment of speedometer. Available options:
- BL - bottom left
- BR - bottom right
- TL - top left
- TR - top right
SpeedometerPositionX & SpeedometerPositionY - position of analog speedometer's texture. Given in scale 640 x 480
SpeedometerSizeX & SpeedometerSizeY - size of analog speedometer's texture.
EnableDigitalSpeedometer - if enabled, digital speedometer will be active. Speed value will be drawn.
SpeedometerDigitalPositionX & SpeedometerDigitalPositionY - sets position of digital speedometer, value is relative to position of analog speedometer and given in scale 640 x 480
SpeedometerDigitalDrawCentered - if enabled then speed value will be drawn centered on position specified as above.
SpeedometerUnitPositionX & SpeedometerUnitPositionY - position of speedometer unit information such as KMH/MPH. Value is relative to position of analog speedometer and given in scale 640 x 480.
SpeedometerUnitDrawCentered - - if enabled then unit information will be drawn centered on position specified as above.
SpeedometerColorOfTextValues - color and alpha of text values belonging to analog speedometer
Angle - adds certain angle to speedometer's background and needle texture.
Alpha - alpha value of speedometer textures.
Replacing of textures.

You can download textures and they're appear as Bck.png and Pin.png.
Use TXD Workshop to open models\txd\speedo.txd.
Replace Bck texture with image Bck.png.
Replace Pin texture with image Pin.png.

The appearance is decent, and the ability to customize is really nice, but it kills FPS.
