This mod enables PS2 (Playstation 2) style rendering on the vehicles in game.
You will need a US 1.0 Exe. If you can run the game at all, you should be able to use this mod. There are no special shaders or anything fancy. It's a very simple mod, created for those who prefer the PS2 look, and/or who have low end machines.
Install an .asi loader for SA. I used the one by JernejL:
Put "sagfx_ps2.asi" in the SA root folder.
That's it, there are no parameters to edit.
Optional, but recommended:
Replace the "timecyc.dat" file in your data folder, with the one I provided, which will make the sun actually illuminate objects, most notably vehicles and pedestrians. If you have another PS2-style mod installed that replaces the timecyc file, you can skip this.

Looks alright but for the most part it looks a little too 'hectic'. the reflection moves all over the place and has tons of points that look jagged like the car is dented or something when it should look smoothed out.
