VC Fonts & HUD Colors for SA

Requires CLEO 3 or 4.

Changelog:

v1:
-Entered car name color, zone name color, health color, clock color, money color, wanted star color, radio station color changed.
-OnePiece's HD Fist icon added.
-Vice City fonts converted.

v2(Awaiting approval):
-Wanted level stars appears even if player don't have wanted level.
-Mission marker changed with pink one.
-Mission subtitle font metrics fixed.
-Vice City M16 aim texture added.
-"You are here" thing in map changed with Vice City one.
-Arrow from pause menu is removed.

Actually I was planning adding VC style radar icons in v2 but I didn't add due to radar ring color editing is currently impossible.
