It was made by me 1, 5 months ago and I decided to upload it there.
Now, when you'll aim at the ped, you'll see his health and armour in the target circle=)
You can find how to install it in the ReadMe file.

Target IV - is a name of 2.0 ver.
When you'll see "Target System 3.2" in download list - then, it's there.
