My videocard for instance does NOT support Pixel Or Vertex Shader... and ENB series requires it. And ENB Series Requires Pixel/Vertex Shader from 1.0/ latest version is to 3.0. Also, some computers dont support d3d9.dll files to run some mods, im pretty sure that depends on your videocard
