A "wife beater" is the name of a type of undershirt, which is usually white. So a "black wife beater" is just a black color of this kind of undershirt. The name "wife beater" is because these shirts are stereotypically worn by men in trailer parks who get drunk and beat their wives, I guess. It's widely known in America, but I'm guessing most of you guys aren't Americans.
