Simply copy and paste the files of this patch in your Vice City: you will improve the general graphic appearance (with special attention to the reflections and realistic lighting on the car body) and you will get simulation in the color range of the cars, their grip on surfaces and their collision physics, you will also get realistic engine sounds and you will be able to add 3 extra cars to your game (space 237 under name adcara - 238 under name adcarb - 239 under name adcarc).
 To install the vehicles just use an IMG opener tool find and replace the 8 homonymous elements in the GTA3.img file with the ones in the "to IMG" folder
