General Lee reskinning: Reetkorst

This is my more accurate edition of Reetkorst's reskin.

Changes:
-Resized and centered the flag
-Added white border to edges of flag
-"GENERAL LEE" title on roof changed to be viewable on roof (still no white border around text)
-Tires fixed ("DUNLOP" removed)(wheels are unchanged due to model lock)

the screenshots are a bit fuzzy, but thats only becaue i took them in a low res ingame.. they will look clear for you if your graphics are turned up
