This adds more peds everywhere in LC and also changes the flow of peds (i.e. weekends will be busier in some areas). In the "hoods" such as Holland, Firefly Projects, etc. will be more dangerous (i.e. Taxi's don't come at certain night hours). Charge Island also has more shady characters.
