No. The chicken in fact is a vehicle that's just driving around, and the passenger seat is placed a few meters under the vehicle (under the ground, so you don't see the person that's driving the chicken). You'll probably see someone hanging under it when a chicken drives across a bridge for example. Because the seat is under the ground, it's unreachable for CJ, so you can't enter it.
