This mod modifies the weapon stats for GTA SA and GTA IV with the added bonus in GTA IV of modifying explosions.
What I did:
In GTA SA, I amped up (a very big UP) the damage, range, accuracy, firing speed (note, not very fast and some weapons did not get this mod, as i see fit), I also made a melee mod where one hit is enough to ko, and about 25 hits with any melee weapon (note: for brusskunkles and unarmed cj must have max muscles) CAN BLOW UP A RHINO. I included one with double wield and one without and a melee.dat with huge radius of action and one without.
In GTA IV, I made every weapon armor penetrating, every weapon can blow back a vehicle (heavy vehicles not effected very much) a few metres (peds FLY (no problems with your eyes, it is ture if you hit them from the correct angle)!), every weapon can set a car on fire and expolde,
every weapon ammo clip and the amount you can carry is increased dramatically, all weapon target and bullet range increased, firing speed increased for pistols (i did make other weapons faster but no effect). A whole new level of expolsions, all explosions can blow up or kill ANYTHING
15 metres form ground zero, all expolsions set its surroundings on fire from ground zero to 99 metres away (note: need a very good computer cause even my com that is regarded by my friend, a computer expert, one of the best gaming coms among not overclocked average ones now, it nearly overheated! I got to stop the game when the fan got so loud! I will include one that still do a lot of damage but with less fire).
NOTE: ITS RECOMMENDED THAT YOU USE THIS WITH A COMPLETE MISSION SAVE, OTHERWISE YOU WILL FAIL THOSE MISSIONS CAUSE THE GUY YOU NEED TO PROTECT GOT KILLED BY A STARY BULLET (man they are so weak).
NOTE: ITS ALSO RECOMMENDED THAT YOU USE GOD MODE FOR PLAYER AND VEHICLE, DO NOT USE GOD MODE THAT ONLY INCREASE YOUR HEALTH (DO NOT USE THE INFINITE HEALTH CHEAT IN SA TOO), USE A FULL GOD MODE! (any god mode that lets you rocket jump in GTA IV is also not useful)

Replace melee.dat and the weapon.dat of your choice into the data folder of GTA SA (V1.0 only)
GTA IV (V126.96.36.199 otherwise know as patch 7 don't know whether other versions will work, the reason i am using this version is that asi mods work for this patch ):
Replace weaponinfo.xml under common/data of the GTA IV folder and replace the expolsionFx.dat of your choice under common/data/effects of the GTA IV folder. Note: I don't think R* would like this in multiplayer though.
What I changed:
Explosions are now bigger and with a lot of damage and force, bullet force is much higher, now everything other than objects fly into the sky never to be seen again (great for dismissing cops ), weapons hold 9999 ammo in their magazines and ammo max is 9999 (rpg fires continously until you let go of the fire button) (shoot rpgs into the sky and pretend its 4th of July or Chinese New Year ).
Much faster weapons, and 99999 ammo per clip (you may want to download a 100% save file)(only for hitman stats! ).
All credits go to the guys who made those editors as i would be lost in what those numbers mean , and I would not have been able to edit the xml file.

I belive this maybe final, unless I found something much more destructive. You know theres actually a lot more subtitles I can give to this mod like "hell has come to the streets" or "You have annihilated San Andreas and flatten Liberty City, where next?"
