rather than editing the "popcycle" you could have cheated "GHOSTTOWN" to make the town feel like abandoned...

This modifies the POPCYCLE.DAT so the town feels abandoned when you play. Peds, vehicles and gang members are a rare sight now.

If there was any way to use background music upon toggling the fog, I would add "Summer Snow" by Akira Yamaoka.

There are also no cops in town

Use the fog cheat (CFVFGMJ) for the Silent Hill feeling.

Back up POPCYCLE.DAT before using this file.
