Well, same reason as the III BETA Cars, VC had some cool and detailed cars in BETA. Also different models. But they are different in the PS2 Release. Some left-overs are still in the .imgs of both PS2 and PC, like Cougar and Toyz.

Now you don't need to replace data lines, as the cars are working fine without them too.

How to install the mods?
If you want to replace a car, simply replace them using GGMM

Install MVL and drop the archive that you downloaded, in mvl/vehicles
