ok, you need this tool for editing the stat. The tutorial at the file.

WHY I MAKE THE TUTORIAL, NOT EDITING THE FILE? 

Because, if you edit it manually, sometimes the file can be corrupt. And, test my modded weapon.dat to my friend GTA. And, error. Because my friend GTA un-modded, bu my is modded. So, i say it "not" compatible.
