Hello, you need to install CLEO from http://cleo.li/ first. Then, extract these two files to CLEO directory under your VC install dir. Change first two character of file names (from 60 to number between 0-90) to set a specific FPS value.

Can anyone explain how to use this mod? 60 frames per second capped is extremely hard to do with the game for some reason, and I as well as many others, would love to achieve it.

You don't know how much time I waited for this. Works perfectly, just remember to turn on frame limiter in game.
